<b>High level state transition diagram</b><br/>Focus on custody change from passenger to airline, vice versa, and between two airlines <br/><br/>On another level bag may be handed over from handler to handler under same principal airline, e.g. mid-way packaging or for screening<br/>Typically BHS takes care of storing and sorting bags (handler 1) and Ground Handler takes care of building containers/carts with bags (stow in pack). This level is visualized in second flow<br/><br/>Transitions show happy flow. Per third flow on diagram, each transition process may fail and yield an state of error/incident. <br/>Incidents may lead to seizure of bag by authorities, or (delayed) return of bag to owner <br/>
